Fix the South East Asia map

Ok, so we know how annoying it is to play Manchuria or Mongolia when one can't even centre the map on the player's country because the map does not have a blank area long the northern edge. (The European maps have this.) Also, the Slim UI has further exacerbated the problem that one cannot properly view information about the northern provinces.

I think that this has been left far too long and yet nothing has been done to solve the issue. I don't think it would take too long to just add a blank area along the northern edge to make it nicer to use... Afterall, they are present on all the other sides of the map, so it is stupid that they are absent from the northern edge.
