I think that 'Share Map' should be the first level of co-operation available. Information from your military attache, high level talks etc.
Allowing armed soldiers into your country is another matter. Fighting as one implies a very high degree of trust and agreed shared objectives.
As the share map feature grants knowledge of factory productions etc, it could be, in my revised suggestion reduced slightly to be equivalent to a friendly military spy i.e. a once a day report.
This would make the progression reveal all armies/right of way/share intelligence.
I think it would also force players into more diplomacy because it would not so easily give information about your neighbour's neighbours
